I really don't know, but it looks like the base to an old cup & ball magic trick.

First Monopoly Game, I think it was called Catholicism.

Game pieces are much larger these days, they call them Collection Plates now, passing around up to 6 at time, twice during Mass and then have a few folks at the exit to get you on the way out.

It looks similar but mine doesn't have the raised rim around the inside of the top to hold the lid on. Hmmmm?
