A part to an old weathervane or?

Says Eclipse on it..Seems like it had a gold gilt

Any ideas? Looks like a rod went through the back allowing it to turn

Its 3 1/2 iches tall by 2 1/2 wide..
Ya know that is a possibility.I never thought of that.
