Many plants glow under UV light, just as some minerals, and even some animals such as scorpions and some glow different colors when using shortwave UV or longwave UV.

It's hard to ID that plant from these photos, a in focus close up of some leaf clusters on a live plant and where in the world it was found would help on IDing what plant it is.

I know that it is just under UV light but reminds me of the burning bush in Exodus ✡️🪔
