A watch ,clad, bullet and don't know

Had about 2 hours to kill last night after work and went to one of the local parks. The watch is a Shenhua the bullet is modern , 0.31 in changes and not sure what the other piece is 3 1/4 long 3/8 Dia tapered down to 1/4 , a hole through it with a thin wire coming out

The piece with the wire - is the tip made of metal? Is it magnetic?

Also, any ideas on what the outer coating is made of?

The shaft is aluminum i believe ( non magnetic )the round top piece is brass. I found this in the park with about 2 inch of soil over the top of white chat ( was in the rocks ). The park was modernised about 4 years ago.

I've seen something like that mystery item before - am certain of that. However, can't for the life of me remember what the darn thing was for! Oh, how I hate getting old!!
