It's the keeper part of a civil war period French Rifleman's buckle. Here's a pic of one I dug. The pieces are probably to different buckles but came from the same camp. There was a PA unit that used this type of buckle I think it was the 83rd. The buckle was also used by the 73rd New York and a Mass unit. I believe it was the 11th Mass.
