ok I was told the Tatters item was part of a suspender clip, but what about the other item? A decorative item of some sort?

The scalloping on the edges looks similar to this diagram:



But the BIG clue is the teeth at the top of it, which are so similar to many suspender clips of the 1880s or so...for gripping the fabric of the suspenders. These "teeth" can be seen in this diagram below:
