Probably wrong, but it sort of looks like a burner they used to bend and shape pyrex glass in the old labs to make the various bent glass tubing and pyrex shapes vessels. Have seen some in the lab where I work, they look similar. Would have had a piece of tygon tubing (surgical rubber) attached to the bottom nozzle, gas piped in, probably propane, and the turner wore asbestos gloves to protect their hands.
However, it looks like one end heats and the other end had nozzles that blew out air or something, (and it looks to be a glass nozzle) and I haven't seen a burner like that, but the burner parts look like things we still have, although no longer use.
