Cant really see it fully with only one picture and one angle... but initial thoughts would be 1700's... perhaps with some better pics i might narrow it down.

The grey color of some crotal bells tend to be older than the green color. These were made of higher tin content dating them earlier than those made of more copper. The loop, or sprue, is a suspension loop added to hang the bell. These are also indicative of age.

I thought when I viewed the bell piece it was initials.
Now looking at your find it's the No. As in number.
Here is an example of sizes. O, 1, 2, 4 (the 0&1 are the same size)
So the other half would have the number on it.

Seems the ones that are maker marked are pretty scarce, I got only one with maker initials out of at least 2 dozen.
Here's a No. 9, my biggest, these are almost always broke, and this one has a small amount of damage too, but very close to complete.
