Bench dog. A wing nut on a bolt through the long oval opening allows it to clamp work onto a bench for drilling, sanding or plaining.

7/10 on the certainty scale.

Not sure what, but possibly made by the Crescent tool company. They made everything from the "Crescent" Wrench to power tools.
