Any Idea?

Dug this but dont know what it really is, it has what looks like a hook on top as well as an eyelet for a chain or something. Any Ideas?

I also feel like I have seen that one before. I ran it through Stanley Phillips book and he had two that looked almost the same except that the fingers were extended on one and the other had two fingers extended. He called it an unidentified brass item. I saw some of the folks at the Dalton show today and none of them could give me an answer. Maybe someone will come along with the correct answer.
