Agreed, looks pot-metal or spelter, early 1900s, but not sure what it was part of??

My guess... very old "Eagle topper"...

I believe there was a second head originally; I think I see the back of the 2nd head along with some neck feathers. If others see that too I would guess it to be the Masonic variety as the complete head has no crown like the Russian, Polish, etc. ones do.

My first thought was turtle, but it kinda looks like a peach pit.
