Iron Hollow the tip is broken off the other side has some residual of some threads and the weird part is on the inside it has some what appears to be blue enamel coating. Thanks

I'm guessing a spike to an old airation machine.

Lots of times these were put on the ends of the wooden poles that went from a horse carriage to the horse to alignment purposes.
