🔎 UNIDENTIFIED What does this lever operate?

It's brass.

The outer curved part is solid The inner section still has remnants of steel inside. Obviously broken off of something, but, what? Seems overkill for a window latch. Some other type of latch? Rifle part?

Seems a bit big for an actual trigger. I was thinking a cocking lever maybe.

100 percent correct. That's the side of the clamp where the ground cable attached, you can see where part of the cable clamp is broken off.
