Looks like an old Zester missing its handle to me.
Added 3 closeups. I don't think it's a zester. Holes in back are like a pin head, and front holes are drilled not made to shred. Only 1/2" wide.

Agree with Creskol, that was my immediate thought.
Added 3 closeups. I don't think it's a zester. Holes in back are like a pin head, and front holes are drilled not made to shred. Only 1/2" wide. I think it is a part to something else?
