It very much resembles the glass, hand soap dispensers we had in elementary school in the 1960’s.
They sat in a frame, mounted to the wall. I’m not saying that yours is that. Only that it reminds of it.👍🏼

I immediately thought it was a perfume spray bottle. Used to be a lot of those around when I was a kid. The rubber bulb fit on the left side of the pictured bottle top.
