Not really what they were designed for. Not unlike optimistic ranges suggested by marked sights denoting hundreds of yards on other military arms , it's always subject to practical proof.

Rather , design is a hint of the Soviet theory of "hugging" the enemy nearer your shotgun range , but with a rifle. Later followed by "grabbing them by the belt" in Vietnam. Where an SKS was not an uncommon sight.
Likely not forgotten as design evolved , not all war is long range at times.

Downsizing machine gun loads reduced recoil ,compared to a Mosin Nagants being heavy. Both in fodder and overall rifle weight.
"Average combat ranges" supported less of a cartridge. Leaning towards semi autos/autos incentivized the smaller rounds too.

The AK followed the SKS pretty fast for the Soviets.
But the SKS certainly didn't fade into obsolescence elsewhere.
