First it is on the wrong side as shown. Notice the lines.
You may have a pair of simple calipers. Better photos of the ends is also necessary for this item, as is any spots that may have been broke.

Visualizing the 'outward' angle of the broken ends, when the device is in the closed position, I'm calling it, a broken pair of tongs.

Are both sides the same? Are the ends twisted? I would also like to see a pic in the closed position.

Looks pretty darn familiar....can't place it for sure but I'm thinking it's part of some type of electric motor. A part that had springs attached???? spun and opened up as the speed increased....

I dunno....

both sides are exactly yhe same,buy it looks like all 4 ends have been broken off.

Are you sure its brass? It looks like stainless. Are the broken ends a little twisted before they broke? Will a magnet stick?

It is brass, the ends look broken,may be a wick trimmer.

maybe some sort of spring loaded tensioner minus the springs???
