your '12-something' is a 12ga shotgun shell head. Looks to be a pinfire type and probably dates to 1860's or earlier

Marked Elley Brothers London there i a pinhole on the side. So that's right !

The way the edges are not clean and the (badge) is pretty primitive it may have been cut from a tin can.So maybe just some early Americana to resemble a bird of some sort in flight?Minus tail and head.
