2.5" across the bearings were inside along with the brass washer. One bearing is still inside.

Could be a throwout brgbetween the flywheel and a clutch..,

Looks like the end plate for an electric motor to me.

Briggs and Stratton recoil starter assembly that goes on the top of flywheel. However, what's missing is the inner rotor.
The one you found is obviously an older version. Probably late 70's at youngest.
