Yes, it does look like a drain plug for a small boat, but does not function like one. This area has lots of metal working cast-offs in it.

Looks like a reign guide or a rope guide. Wagon or implement tack.

Today it looks more like a finger pull for something.

I have been around horses all my life, and it has a 'look' akin to a terret... but with an extra hole there ; so I may be miles off
