I think doublet / Tim may be on the right track for a purse sized perfume.
Update: I was ultimately able to identify this item with some help from reddit. I had been searching for VV logos but should have been searching for LL logos! It is the broken top of a Lucien Lelong perfume bottle. Here is what appears to be the same model which was produced between 1935-1940. Now I find myself fantasizing about this falling off of a luxury yacht cruising into Puget Sound from some exotic location many years ago.
