Appears to have an offset tang like a piece of scythe blade. Is it thinner on one side than the other?

The tang looks right but the different thicknesses are off. The one end appears to be broke off and is pretty thick. I almost think it was U shaped and the matching side is broke off.

Ewww. Either move the object or the camera but not both. I'm seasick! ;-)

Definitely not a scythe blade now that I see that thicker, snapped off end. Looks like something that fitted to the end of a wood spar and had a metal attachment point. Possibly part of a wagon tongue end fitting or pole cap or the hounds at the inside end where it hooks to the front axle.

Here's a modern one for a wood wagon.

Ya my camera work is suspect at best. I think the hound might be a winner. I wasn't able to find any close ups of 1 but it looks right from a distance. steelwheelwagon.jpg
