Bizarre find

Any help with this would be great don?t even know were to start
Was found in a civil war area but it is very weird .

My first guess was it's a bead.
Second guess was ,bullion knot. The center piece a hat cord goes through , vs acorns on the ends of cord.
Only guessing though.

Thanks for posting the extra pictures. Based on the end picture, it appears the ends are hollow. This guess is probably way off but - it looks like the ends are nozzles that a hose could be connected to. Not sure to what end or what the design in the middle is all about. If it isn't IDed, consider cleaning up some more and post the pics here.

Wasn't there some sort of insignia with a snake and a ships wheel? That is what I see on that item.
