Yep, that's an anchor!

The Homewrecker says it was made after 1820 because it has the iron crossbar. This bar that folds for storage would appear to be a more modern adaption. Potter also says anchors with heart-shaped flukes were usually made before 1700. I'm guessing this one is an exception.
