Bodø Polar Bear---Rugby Mascot?

This came from a garage sale last weekend---I can't find anything like it on ebay, so I thought I would seek some help from you guys. Its made of mohair(?) and looks like it has glass eyes and a glass nose. Does anyone know if this could be a Rugby Mascot? I googled "Bodo" and came up with some Norwegian Rugby teams. It looks really old, but before I list it on ebay, I'd like to know for sure what exactly it is. Thanks for any help---Here's some pictures:

It's not a Steiff, quality isn't there and it's not made correctly. Personally, I think it's a travel souvenir from the town of Bodo, Norway. But that's just my opinion.

Yes, the quality is rather poor.....I'll just go with the souvenir thing. I thought I had better ask though, just in case it was something good .
