That is definitely a wine server, the conical piece on the side is the giveaway.

Whether or not it is old is another story. That ruffly style has been produced recently in Mexican glass and by the Chinese, mid century it was produced in Italy (probably what you have), and earlier still in the 19th century by some American glassmakers.

My vote is circa 1950s Italian made wine server.
