Brass Hook

I'm trying to find the purpose of this hook, or clasp. I thought it was similar to a knapsack hook, but I can't find anything like it online. Any ideas? I like how ornate it is.

It wasn't a ring, it was definetly shaped this way, and has different widths. Doubt it's a picture hook, there's no way to anchor it to a wall.

Wrong type of picture hook.

I am not talking about a hook that is mounted to the wall... I am talking about the antique way they were mounted... via rail.
