Brass or Bronze Pluto Dog?

I found this last weekend at my friends 100 year old farm house, im pretty sure that this is the disney dog Pluto. It is very heavy for its size. I need some Thoughts!

looks like Pluto to me. Judging from size, I'd vote it's a paper weight but that's just a guess
