There was some old wood sandwiched under the washer when found. My thought is an attachment for a buggy, any ideas?
 

I might be way off here....but my first thought was that it was a propeller trunnion from a vintage model airplane engine that had a wooden prop. The trunnion tightens with a spanner wrench and the wood prop is held with a machine screw or bolt. It might be a smaller example perhaps. Similar at least...just a thought.

Maybe a mount for a crank handle. Like for a coffee grinder or a pepper mill or even a box phone.
