✅ SOLVED broad axe / hatchet stamp , help

Has anyone seen this stamp before ,can't find it on line . reads quality on top ,unexcelled on bottom , then I can make out TO ,first 2 letters and EY last two letters of the middle word. Thank you for any help . HH PPC

Joe I thought that as well ,but that isn't it , no room for the S , first and second letter are T,O , last two are E,Y. Maybe Tommey, Tomney ??????
