It does look like it was broken.
Maybe spoon handle? Baby spoon?
Looks a lot like one of the marks (I.Owen) on this page, which lists it in the early 1800's: American Silver Marks O2 - Online Encyclopedia of Silver Marks, Hallmarks & Makers' Marks
You mentioned it being quite thin, which much of the coin silver flatware of that era were, and which is what John Owen (the mark listed above) made.
