How should I clean this up? Electrolysis? or just brush the dirt off.

Others will chip in who are experienced in restoration - sure wouldn't want that GREAT find to rust away.

I just saw this exact toy gun on the Pawn Stars TV show... someone brought one in the pawn shop....

The Sambo gun is cast iron. What is the Buck Rogers gun made out of? Almost looks like die cast. Can you use electrolysis on die cast?

I'd be very careful on electrolysis.
my do more damage faster then the rust will
 

That Buck Rogers gun is made of pot metal. You might consider the pewter method of water and Elmer's glue. Unfortunately that pot metal just does not stand up to time very well.
 

or the molasses and water 1part molasses 6 parts water....will take an age. Molasses will start to ferment eventually. I think its called a chelator?
