Buckle ? Horse Tack ? Help

I found this iron thing a couple of years ago and couldn't identify it . I found it on an old farm near where the original house was . I have since found another one and have become curious again . It is 3 5/16" long and 2 5/16" wide . It has 2 raised bars on each end and a very light raised diamond mark in the middle . There looks to be something in the diamond but the rust pitting is too bad to make out . It may also be a diamond shaped "G" . On the back is 14 spikes that look like they were pushed through some type of material (leather I think) and bent over . There are remnants of the material but its too dried out to be identified . Any help would be appreciated .

Looks like a farm implement splicer for a belt.

I am not %100 convinced on belt repair . I do belt repair for a living on 14 miles of conveyor systems for Macys largest warehouse to date . I don't see how a 3" long metal plate would go around a pulley without pulling loose . The weight of it compared to the belt would be an issue as well . I am researching this option though because anything is possible . Thank you for your suggestions .

Possibly not required to go around a shiv or pulley. People call them reins, but the proper name for the long "reins" on a work horse or driven team is "lines." Lines are not one long circular cut leather, they are cut straight across the hide and sewn together. I never seen anything like what the find is, but that doesn't mean anything, it's possible that it was used to join lines, or on a set of harness. And that is just a guess, a swag on my part, wish I could tell you more.
