It is called a web slide, used on all sorts of things from saddle blankets to belts.

Using the highly accurate "Quarter Scale" .. since that is what was provided .. it would appear as though the item in question is in excess of 2 inches long, making it a tad bit big for a suspender adjuster.

Creskol is correct... it is a brass sliding length-adjustor for cloth/fabric belts and straps. Here is a photo of one which is very nearly identical to yours, on a US Army Model-1941 knapsack.
