The thing in the left corner is a lead weight of some kind, like round on one side then flat on the other, but what kind of weight might it be?

Item #6 in your photo is a Civilian-usage horse harness "buckle shield" (strap-buckle cover) invented and patented in 1892. Here's a scan of the original US Patent Office diagram, with date and inventor's name.
