🔎 UNIDENTIFIED Type of buckle?

Thought it was something g decorated but it's kind of plain. I can't tell on the back if it had a pin. Don't know if it's a buckle frame or hair clip, brooch etc

Looks old. My first impression was of long hair gathered at the back of the neck and secured with a ring that had this attached to the ring and visible from the back.
