What does the back look like? Any backmark? That would help in getting an I.d.

The closest match I can find, with what I can see, would be an older version of the Seal of New York City (not state). Not the current one, but scroll down for the pre-1915 variation here: https://en.m.wikipedia.org/wiki/Seal_of_New_York_City

Yep it may be a New York police button. Waterbury has something very similar listed under career uniform. New York City Seal - Waterbury Button
