It looks like a Rhode Island state seal button. A backmark would really help ID it but this form of the state seal appears to be an early one, maybe pre-war. There are four possible backmarks listed in Albert's under RI-8; "Scovill Mfg. Co,/Waterbury", "Waterbury Button Co.", "D.Evans & Co./Attleboro" and "Superior/Quality".

Yes, it is a Rhode Island Staff Officer cuff-size button.

Your button's age depends on whether the backmark's letters have serifs, or not. With serifs, it is 1850s-to-late 1800s. Without serifs, it is 1890-1943. Info source: "American Military Button Makers And Dealers; Their Backmarks & Dates" by William F. McGuinn & Bruce S. Bazelon.
