Calvary spur flattened?

Looks like a spur to me ~ Nice find!
 
All civil war era Spurs were cast flat then finished flat and then bent/curved/fitted to the boot. It’s possible that this one was cast locally and left unfinished. Does it have finishing marks on the inside?
