Your modified one looks like it has the mountains (from the original New York State Seal) placed into the first section (Quarterly I) with the sun symbol.
The "unusual symbol in the lower left corner" appears to be a "bishop's mitre", as seen on the coat of arms of Andorra:

Now, if it is a bishop's mitre, that symbol is rarely seen on arms that are not those of a clergyman or connected to the church in some way. Both personal and impersonal arms were granted, with many different coat of arms created, from bishops to the Pope; from a school to an Archdiocese:

The laurel wreath stands for peace and/or triumph; if they are bay leaves, then it means poet or victor's laurel.
A star (or stars) means celestial goodness; noble person; excellence. 24 stars can reference Missouri or the Philippines, but it more than likely has nothing to do with either, or the actual number of stars.
I'm not sure which would be more helpful for you to date this; the buckle by its design or track down the coat-of-arms...either one would probably help out with the other.

Creskol - can you give any info about where this was found? Was it in New York? At a house? or public area?
