The seal is a modified New York State Seal, similar to this one:

Must be a stumper! I think it must be some sort of post war (ACW - WWI) era buckle, probably from some sort of obscure organization. Definitely a New York Seal, but the swirly shield design, and the unusual symbol in the lower left corner has me stumped!

The "swirly shield design" fits the "ornamental" design here:

Your modified one looks like it has the mountains (from the original New York State Seal) placed into the first section (Quarterly I) with the sun symbol.

The "unusual symbol in the lower left corner" appears to be a "bishop's mitre", as seen on the coat of arms of Andorra:

Now, if it is a bishop's mitre, that symbol is rarely seen on arms that are not those of a clergyman or connected to the church in some way. Both personal and impersonal arms were granted, with many different coat of arms created, from bishops to the Pope; from a school to an Archdiocese:

The laurel wreath stands for peace and/or triumph; if they are bay leaves, then it means poet or victor's laurel.

I'm not sure which would be more helpful for you to date this; the buckle by its design or track down the coat-of-arms...either one would probably help out with the other.

I have seen a very similar item on school related stuff as well. I will look and see if I can find a pic...chetler

I ran with that and found this which is getting maybe a little closer -

Creskol - can you give any info about where this was found? Was it in New York? At a house? or public area?

What made me think it might be school related, was the "light". Most of the older school related stuff had some type of light source to indicate knowledge. I have some more recent ones that has a lamp to "illuminate"...chetler

It was found in an old dump in Warwick, New York.
