If you check online as to what a blinder looks like, you will find that this is not a Blinder or anything to do with any harness for a horse.
I have driving horses and never in my life seen anything like that called a blinder. Blinders are made of leather. What is this made of?

They are not charcoal. They look like ceramic briquettes used with gas grilling.
