no... I have a hole puncher.... not wire strippers. I would guess hog ring pliers.... but, they are flat and straight on the inside like needle nose pliers. they look as of they were made to pinch and squeeze a spring of some sort. it looks as if it would slide in so it wouldn't fly out. I've never seen anything like them. I thought I would pick your brains this evening. lol. I appreciate every ones help!
 

it is hose clamp pliers for the old spring type of clamp that wrapped around the hose twice. the spring tension kept it tight

Split ring pliers (fisherman's tool)
 

They do not appear to be complete; are the handles stamped steel or solid? They don't look similar to my hose clamp pliers.
 

they are stamped... not solid. I found them in a shallow creek. the same creek I found my mortar shell and US belt buckle in. I know they aren't civil war ..... but cant figure out how they got there? lol
