casing I.D. help

I am assuming that the numbers 7 (July) and 84 (1884) are for the date,. The casing has an appearance to the early Mauser casings. Still trying to find an exact match. A neck measurement in mm's would help in narrowing down the size. The crown was used by Germany, France, and Sweden, a crown normally means the the ammunition was manufactured by a state ammunition factory. Is there something above the crown? The picture of the drawing is a little blurry.

Its not mine,and I wont be seeing the guy that found it for some time.It appeared to be .30 to me?
