I dug this up in a cellar hole, my guess is a beat up silver plated Dutch dish thingy holder lol
what ya think?

A size would be helpful. My first thought was bracelet. But you would already thought that if it were true. Then napkin holder but I can tell size?

It looks like a cap ring to some object..
Definately and interesting find.
Is that a p&b?

actually the maker is Paye and Baker.
Most of the sterling silverware seems to date around 1920.
