CHarleston slave tag? and mystery two piece button

I was fortunately allowed to hit the construction site a second time with my friend. The first find was from my friend, a rolled up mechanic slave tag, I was jealous, well I pulled out what I thougt was a bullet casing or something and he is sure it is a tag, any opinions on that one, I thought i was just a bulled casing. Last is a strange button that is in nice shape once it is cleaned. It looks to have a couple buildings with a chuch and cobbleston, I was told It may be a Charleston police button civil war era. I would love to get a positive ID on that one. The back is also encrusted with the shank and the only thing I can see is a C O
It is a small cuff sized button.

" Here is a beautiful uniform button from the Palmetto state. This is the version that is listed as SCP296As1 in Tice's button book. This is the 15mm version of the button that was worn by the Charleston, South Carolina City Police. As Tice states in the book "Collectors have excavated several 1850's Charleston police buttons from Confederate campsites." The buttons are beautifully design with the Charleston City coat of arms in the center. This small size button is made like the coat size buttons except they are made without the wording that reads "CHARLESTON" and on the bottom is "POLICE". On the reverse of the button it has the original back and shank intact. These buttons were made the Waterbury Connecticut firm of Scovill and it has their maker's marking still partially visible. This is a very cool button in nice excavated condition."
