Civil war object, Any ideas?

I found this little object in a Civil War hospital site that had both Union and Confederate troops durning the course of the war. It is silver wrapped. It has some nice detail and is kinda heavy for its size. The penny is for reference. Thanks in advance,

It reminds me of some sort of writing instrument. But I'm just not sure.

It appears to be the business end of a sterling-silver-bodied mechanical pencil. (Those did exist during the civil war era.) But I could be wrong about it.
