Found in a civil war area years ago can anyone identify it?

I'm thinking it is not a plate. I am not at all familiar with hooks like that.

I agree with Creskol, because of those hooks, it does not look like a typical plate.
 
It may not be a belt plate but it is still an interesting plate. It looks like somebody tried to inscribe it and looks pretty old from the patina.
