It looks like a British George 1st Halfpenny to me, year about 1720.

Sorry, on second thought, a George 3rd Halfpenny, about 1760. The diameter should be 30 mm and the weight: 10,00 gr

Looks like a slug out of a 1972 Square D breaker panel. ???

How should it be cleaned?

As far as cleaning it goes, I've found quite a few coins in similar condition in England and generally speaking I've not had much success cleaning them. They usually end up heavily pitted. A mixture of white vinegar and sodium bicarbonate may improve it a little bit.

You can't clean & bring back detail that no longer exists, its a near blank coin!

From experience, I'd say take a small paintbrush (no wire brushes!) and cut the bristles down to about 1/4" and gently clean the dirt off of it. You might show a little more detail there. What I would not do is the hot peroxide bath favored by coin diggers. As old as that coin is, you could do more harm than good.

There is nothing to be gained from any type of cleaning, only God could bring back any detail.
