Coin Star Yields an ODD Coin…Help Please in the ID

Hello Everyone,

Today my daughter I went to the grocery store to pick up a few things and of course she wanted to check out the Coin Star machine. While at the checkout isle she casually walked over (she is at that self conscious age) and walked back and stated “I see silver”. After paying, I proudly walked up to the machine and in the tray was four coins:

1996 Canadian dime (not silver)
2 crusty zinc cents
One unknown thin copper coin (1.5 grams)

I am hoping someone from here can ID this oddly shaped copper coin with interesting marks.

Not really sure what it is, but if its a coin, I would suggest one of the Indian Princely States.

Doc, head thee to a Prof of Semitic Languages...no help here, but some of the characters appear to be Near East.
Fascinating to find.
