Top coin:Eukratides, AE Quadruple Unit (Indian Standard), 171-135 BC, Bactrian Kingdom. BASILEWS-MEGALOU-EUKRATIDOU

This looks close to the obverse of the second coin:

The variation in the reverse compared to the OP's coin may only be the difference in the mint.
